Why is the Institute Tuition Free?
To provide  financially challenged and "poor" international student scholars a graduate college education without concern for how it would be paid. In return, DiUlus Scholars work to help eliminate ignorance in the world; a continuation of the founder's vision that through education the world can eliminate poverty and hunger.

Who is Eligible to Apply to Become a DiUlus Scholar?
Potential graduate students from United Nations developing countries, US senior citizens aged 70 and above living entirely on their social security income, US Military men and women stationed in Iraq or Afghanistan when they applied, and native American Indians living in the great southwest on Indian lands and below the US poverty level.

The DiULus Institute does not otherwise discriminate based on race, religion, age, ethnic background or lifestyle choice. However, the Institute, in providing instruction, training, and education free of cost does reserve the right to deny admission to any candidate who does not meet the academic, moral/ethical standards of the Institute, and does not possess a willingness to ascribe and support the Institute's Character and Ethics Code of Behavior.
DiUlus Scholars must meet the minimum criteria listed above and exemplify a scholastic aptitude that thrives in a distance education environment. Scholars must also evidence the highest ideals of character and ethics, demonstrate an active desire for public service, and proffer a personal blueprint of their willingness to invest time, talent, and even treasure in serving their community and nation. Once admitted, a DiUlus Scholar must continue to demonstrate a desire to excel.
Where is the Institute Headquartered?

The DiUlus Institute is headquartered 100% in cyber-space. Classes will only be available on the Internet. Applying students must possess a computer system capable of high speed downloads, active online classes in "real" time, the ability to chat and view other students and faculty at will. The Institute is a fully operational state-of-the-art experimental online online higher education provider that does not require buildings with offices and classrooms to meet, administer, and educate. All administration, offices, contacts, classes and faculty are totally online. In addition the Institute does not provide blended (part online/part in the classroom) courses. Each DiUlus Scholar matriculates in Institute courses and programs, now or in the future, online.

How is the Institute Accredited?

The DiUlus Institute self accredits but as a symbiont acquires accreditation through its host institution. 

As there is no need for DiUlus Scholars to seek US Government Guaranteed Student Financial Aid to attend the Institute as it is Free to accepted Scholars, the exercise in many ways is redundant. What is important is that the host institution is accredited as credits earned in the DiUlus Institute are also earned through the host university. 

The DiUlus Institute, because it is symbiotically connected to its host institutution will find academic work accomplished by students at the Institute internationally recognized. This recognition simply assures that work accomplished at the DiUlus Institute will be both accredited and accepted by the symbiotic host for transfer credit. Host institutions must be Llisted by UNESCO of the United Nations as approved and recognized institutions in their own host nations in order that DiUlus Institute graduates have a valuable and irreplaceable link to other internationally recognized schools in order to further their studies if desired.

How Does the Institute Measure Academic Rigor?

The DiUlus Institute provides an important and patent pending institutional measurement provided by its creator, the internationally recognized university builder, Global Academy Online. The permanent monitoring process permits individual student certification for completed scholastic work on the one hand, while on the other, the faculty of the Institute validate DiUlus Scholars through an extensive transcriptional process based on the satisfactory completion of all course work in the eyes of the Scholar's faculty. This process permits a faculty assessment of each Scholar, an assessment that becomes a permanent part of the DiUlus Scholar's transcript record as well as a permanent record of the host institution. 
What Are DiUlus Institute Faculty Requirements?
DiUlus Institute Faculty must possess a doctorate in the discipline they are teaching. They must have taught at least three years as a full time academic at an accredited institution of higher learning and have had at least one full year of teaching students online in at least one of the three recognized major course management systems.
Exceptions to the doctoral requirement are for professors with specialized expertise in special fields of study such as Criminal Justice, Law, Accounting, Environmental Studies, Space Studies, Entrepreneurship, and Promotion and Internet Marketing.
