The DiUlus Institute, six years in development,  is among world's newest international online institutions of higher learning AND the first totally 'tuition-free' university.

The Institute sponsor, Global Academy Online, Inc. invested over five and a half years in research to develop an outstanding online higher education degree institution using the latest innovations in technology delivery provided by Powered By Global and its MOODLE based e-BlackBoard Learner Management System. Programs are suited for a select international body of learners. Institute programs include graduate, Masters, Doctoral, and Certificate programs. They come in a variety of professional fields and disciplines uniquely suited for online study.

The Institute offers one-of-a-kind programs. The include the Bridge Masters and No Bachelors Required Masters. Each, for example, have been designed and developed exclusively for learners who have been in the workplace and have acquired knowledge and skills on the job. These are historically recognized cutting edge developments that bring into the sunshine the new dynamics of the adult educational environment today. Each online degree program  was selected based on the ability of seasoned and professional volunteer faculty to deliver course instruction equal to the education acquired through contemporary 'brick and mortar' institutions. The goal is that such an education at the Institute will be superior in every way.

Much of the underlying values and integrity based learning models developed for the Institute by its sponsor Global Academy Online, Inc., have, in fact, been greatly influenced by CEFE, the Center for Ethics in Free Enterprise, the manager of the Institute and the Academy's non profit foundation. Specifically, CEFE has been developing training and professional development programs for over twelve years. In that time, much of what is required for ethical and exceptional online education delivery was originally created and developed for it by the Institute's benefactor and sponsor, Global Academy Online, Inc.

In 2002, CEFE was donated to the Academy to facilitate the Academy's growing knowledge base and to promote the Academy's innovative contributions to a global academic-rich environment. 

Today CEFE is home to three non profit academic institutions. In addition to the DiUlus Institute, there is the DiUlus School of Entrepreneurship, and the Applied Ethics Institute. Unlike the DiUlus Institute however, the latter two are training centered certificate program providers. They offer training to institutions and organizations seeking to improve their human resource capital among employees and managers.

CEFE is also the home of the exceptional Four Point Community Character & Ethics Program and the CEFE Fellowship Program. From these roots the concept, altruism and meaningful mission, goals, and vision of the DiUlus Institute were first formed.
