I am delighted to introduce you to the world's first non-profit, tuition free online higher education research institution. Named in honor of Alfonso Pasquale DeIuliis (DiUlus) the Institute represents his undying and indomitable pioneering spirit, a spirit that lives on. Thirty years ago, I envisioned an outreach to overcome poverty, hunger, and ignorance in the world. I had no place to go with the idea. I conceived that if we could harness the power of technology to spread the rapid dissemination of knowledge, we could do wonders never imagined. I was stuck with the reality, however, that PC’s cost $10,000 a piece in 1977 and there was no Internet. My hope was that someday the dream would eventually come to fruition.                                                                                                     

Time and technology, it seems, have finally caught up. For the past twelve years I have been involved with Internet education, technology, and program development -- First with the creation of the non profit Center for Ethics in Free Enterprise (CEFE in 1996/7 and subsequently with the development of Global Academy Online, Inc.(the Academy) in 2002, and with this, the invention of the Institute in 2003. The idea of achieving those lofty goals first embodied in a project called the Billion Dollar Project in 1977, finally took hold and wrapped itself with a new sense of real possibility.

The DiUlus Institute embodies the desire of professional academics to offer selected and motivated students a skillfully crafted, totally online experience anywhere in the world, FREE -- No cost, tuition free higher education that contributes and embodies the very vision of the Billion Dollar Project of eliminating ignorance wherever and whenever it can through the dedication of institutions like the Institute. The passion to do so is underscored by being able to offer it at no cost to the student.

From the very outset the Institute's academic architecture included an exceptional online education environment-based model. It was constructed to possess outstanding and experienced online faculty - Experienced faculty to mentor and teach hand picked, selected learners from around the world.   Learning is designed to demonstrate a living process. As a result, the Institute invites other institutions to emulate, transfer, and adopt the innovations developed and made possible by our ongoing research.

The breathtaking expansion of computer technologies has made the DiUlus Institute not only a reality but a global research institution with no boundaries and no limitations. No other higher education experience quite like this exists, anywhere. It is an education to be provided with a life-long commitment to share and educate those unable to find or even recognize the knowledge exists online, and to lift them from poverty and hunger to prosperity and health.
