To provide 150 financially challenged international student scholars a graduate education without concern for how it would be paid. In return, DiUlus Scholars work to help eliminate ignorance in the world; a continuation of the founders vision to eliminate poverty and hunger in the world.


Yes. many, including military academies, religious schools, etc. However, there are only three totally online institutions and the DiUlus Institute is the only graduate research based institution of higher learning among the choices.


Potential graduate students from United Nations developing countries, US senior citizens aged 70 and above living entirely on their social security income, US Military men and women stationed in Iraq or Afghanistan when they applied, and native American Indians living in the great southwest on Indian lands and below the US poverty level. The Institute does not otherwise discriminate based on race, religion, age, ethnic background or lifestyle choice. However, the Institute, because it does provide the education free of cost, reserves the right to deny admission to any candiddate it feels is either not qualified or does not meet the strict moral and ethical standards of the Institute and do not possess a willingness to ascribe and support the Institute's Character and Ethics Code of Behavior.


The Institute is currently accepting and reviewing applications from scholar candidates from 50 nations. As the number of nations recommending students goes up, the competition for available appointments increase. The first ten Student Scholars of an anticipated 150 are expected to begin to matriculate in January 2009. 


The application process can take up to a year. Prospective DiUlus Scholar records and references are reviewed by the e-Education Trust,  a credential and records verification and validation service provided by Global Academy Online, Inc.


You must first meet the minimum criteria listed above and also exemplify a scholastic aptitude to thrive in a distance education environment. DiUlus Scholars must also evidence the highest ideals of character and ethics, demonstrate an active desire for public service, and proffer a personal blueprint of their willingness to invest time, talent, and even treasure in serving their fellow man, community and nation. Once admitted, a DiUlus Scholar must also continue to demonstrate a desire to excel.


The University is far too new to be accredited by one of the six regional  US recognized accrediting agencies of the USA’s Department of Education. However, the Institute is pursuing US national accreditation through other US Department of Education accreditation agencies and state licensing options. In addition the Institute does have, through its affiliation with international schools, recognition that work accomplished at the DiUlus Institute will be recognized and accredited through them. These agencies are recognized by the United Nations, their host nations,  and the US Department of Education. It is anticipated that before the first student graduates from the Institute, American accreditation will also be in place that satisfies international and domestic USA professional agencies.


The Institute provides an institutional measurement that permits a self-accreditation for completed scholastic work on the one hand and on the other, the faculty of the Institute also validates DiUlus Scholar learning throughout an extensive transcripting  process that is based on satisfactory completion of all course work. This process will permit faculty to make course assessments for each student that becomes part of the permanent record of DiUlus Scholars. 


The Institute must be current or former full-time faculty at recognized accredited  universities. The accrediting agency must be recognized by the Institute and, in the case of US faculty, recognized by the USA Department of Education. All Institute faculty have advanced degrees with over 95% possessing earned doctorates. Institute faculty are expected to bring the same rigor and requirements to the virtual classrooms that meet required standards academic rigor recognized by various accrediting and licensing agencies throughout the world. 


All graduate curriculum leading to an advanced degree or certificate are licensed through Global Academy Online. The Academy is an independent online institutional provider of curriculum and instruction to colleges and universities on four continents. The Academy is not a university. It is a private, generic, online course developer for colleges, universities and eLearning organizations. Each program licensed by the Institute is designed to meet the scrutiny and approval of any accrediting agency and those requirements of various state and international jurisdictions as well.


Beneficiaries include new and existing online higher education provider schools and organizations. By observing the Institute, they are given the opportunity to take advantage of the breakthrough developments in online delivery. This includes innovative and new ways of delivering meaningful, and a complete online education. And, last but certainly not least, the DiUlus Scholars'  experience benefits everyone in their community.  


The Institute plans to remain a dedicated, education research facility. It seeks to be the beacon that can promote the best that an online graduate higher education has to offer. By example, the Institute hopes to show how it should be conducted.


The number is based on current faculty resources and availability. The number is also impacted by current and long term financial commitments to support the Institute by its sponsor.  Thus the number has temporarily been fixed at 150 DiUlus Scholars. As more financial resources are made available to the Institute by the sponsor and/or other benefactors, that number will rise.


Global Academy Online, Inc. and its resident and adjunct faculty fund the Institute.  The Center for Ethics in Free Enterprise, the twelve year old non-profit arm of the Academy, manages the faculty and administers the day to day operations of the DiUlus Institute.


The DiUlus Institute is headquartered in cyber-space on the Internet. Its nature is to be a fully operational online institution of higher learning that requires no buildings, no bricks or mortar, and no required offices or meeting places. All administration, offices, contacts, classes and faculty are online. There are no blended (part online/part in the classroom) courses. All student matriculation for any Institute course or program, now or in the future, will always be online.


No, However, international gathering place centers are being targeted currently to be established in  Costa Rica,  Ecuador, Ghana, Italy, India, Ireland, Japan, Singapore and the USA. These centers are being initiated to facilitate conferences, symposia and workshops for faculty, students, research scholars, and others dedicated to higher education across a wide spectrum of online education providers to improve and develop online higher education to the fullest. Many of these special events will be open to the public. In addition the centers may be used for retreats and intellectual research among faculty and learners of the DiUlus Institute.
